I've searched for these backing buttons and the tool to install them, and I haven't been able to find them anywhere. Of course the turn buttons with screws are everywhere, but not these rivet-like installs for thinner picture backing materials. Any guidance

would be much appreciated.

This style of Turn Button/Clip is attached with a type of rivet.
I am not sure where to find them.
I am also unsure why you would want to find them.
It;s possible that a company like AMS might be able to help.

That type of fitting is most often used on readymades and it's likely that the firm who manufactured them
had them made in bulk to their specifications. Therefore they probably aren't available in small quantities
to the custom framer.

It's not the cost or the availability of that part, it is the availability and cost of the industrial machine that they are intended to be used with. You are better off not worrying about this job specific part and using standard turn buttons attached with a screw.

It's not really about the thinner backing. These are intended to engage in a groove that has been specially designed into the frame or moulding. In order to use them, you would not only need the machinery to install them, but you would need moulding with a groove routed in it to receive the end of the clip as it is rotated into place. Those would be back-loading, mass-produced, readymade frames.
