I have been using this simple method for many years, basically a short length of dowel and a matching size drill bit...


These were 8x12 photos so I cut a slightly longer stick for them and you do have to make sure the moulding is chunky enough to cope with a hole of course. I put tape around the drill bit as a guide for depth and drill at a slight angle to allow the frame to tip backwards a bit. I round off the ends of the dowel with a pencil sharpener and a quick sandpaper. I pull the stick out and attach it to the back of the frame with some framers tape to allow stacking and transportation. Works great for 6x4 frames made from scrap.
