A customer wants to float a 24x36 photo between glass in a frame with about an inch of glass border. My fear is too heavy and unsafe. What say you? Any tips welcome.

The biggest problem I see is the photo sticking to the glass. I don't think it is too heavy or unsafe -

If that ill-advised framing design is based on visual preference, at least use acrylic instead of glass. Acrylic has about half the weight of glass and is a much better thermal insulator than glass, so acrylic would be less likely to condense moisture inside the assembly, which could destroy the image.

Personally, I would suggest using pairs of 1/8" square rare-earth magnet cubes in the corners (and possibly other spot on the perimeter), with 1/4" spacers between the sheets of glazing.

I really would advise against this. I hate doing glass floats.

If the item is replaceable, you could drymount the photo to an undersized board (either mat or foam) and glue that to the back glass securely. What I'm talking about is something some folks call a pedestal mount. You would then need appropriate spacers to lift the front glass away from the photo.

That is exactly what I proposed to the customer. Haven't heard back from him. It is apparently his way or the highway.
