Hi, all. I’ve just had to buy this as a temporary replacement while I get mine fixed. The nail hammer is coming out of the nail head when foot lever is pressed, I need help to adjust it so it just comes level with the surface of the head please .

If the treadle does all the mechanics, wouldn't limiting its length of travel do the trick?
Figure out (direct measurement I would guess) how much you need to limit the travel and put a block of wood that thick under the treadle.
Push it all the way down and then back off until you see the nail head is flush with the bed and have someone measure from the underside of the treadle to the foot's surface. (The screw holes in the foot may be a clue to a missing part that is involved with this).
There is probably some kind of mechanical adjustment to achieve a better result, but seeing as the machine is a temporary backup, why not quick and easy?
 
I'm guessing that this machine has a lever mechanism to transfer the vertical force from downward to upward. As Wally said, there is probably some kind of adjustment under the machine to limit travel of the lever that drives the v-nail through the head.
 
Here is a manual for that machine, not in the best condition but readable. Hope this helps. It is comprised of 9 pages.

Does the nail head have holes for two screws? Are they in place? And tight. Those screws hold the head even with the plate.

I would need to see a photo of the underside of the mechanism for a permanent height setting but as a quick fix the distance from the underside of the top clamp pad to the top of the moulding determines the travel of the wedge so if you set this distance higher than the normal setting then the wedge would be level with the surface (or not inserted fully if you go too high)

The usual underpinner setting though is for the wedge to be inserted an extra 1mm beyond the wedge height into the underside of the moulding so why would you need to change this?
