Who Owns the Reproduction Rights?

A customer of mine owns an original oil painting. The artist is still alive. My customer wants to know who owns the reproduction rights to this painting? He wants to give copies to friends, but I suspect he needs to have permission from the artist to proceed. Anyone KNOW the legal answer to this question?

Framing Goddess knows what she's talking about. Unless the customer has a written release of copyright in his/her possession, the artist retains the copyright. Giving a copy of the artwork to friends is not considered a fair use exception to the copyright law; giving a photo of the artwork to your insurance company is.
