For the mat and wall cutter, go new.

For instance, we have sold our wall cutters when the track is worn down enuf to where it isn't as square as it should be, as well a a bunch of high wear, high stress parts that are well worn.

If you expect to cut mat blanks on it, new, in my opin is a must. Glass and backings don't mind so much is they are a bit off.

The same for the mat cutter. If it is being sold at too good of a deal, it might just be POJ. If it is being sold by someone going out of biz, or some other "beyond control" reason, OK, but if it is to replace it for a new one themselves, be cautions.

The mats you cut need to be accutate, they will get the most scrutiny in the finished frame job, and are the hardest to hide flaws in (as opposed to frame joins).

If dollars are the issue, get the 48 inch Fletcher 2100 will all the stops, bells and whisels, and get an old used straight line 60 inch that is just a cutter. You won't be doing fancy cutting on large items, they mostly need an opening.

Computer mat cutter:
We have a Gunnar, overkill for you, but ammend you wants to Eclipse or Fletcher.

Get the saw, BUY NEW BLADES.

I would also get a table cutter.
