Vacuum press can create a vacuum without anything in it, but will struggle when things are inside

When I first try the dry mount press in the morning, it won’t create a vacuum even after a full 6 minutes, but if I take everything out (the foam blanket, release board and release paper) it will create a vacuum pretty quickly (withing a minute or so). I have to let it run a full cycle at 6 minutes with the vacuum and then somtimes I can put the items back in and it will create a vacuum again with the items in it, although this morning it's not creating a vacuum after I ran the first cycle without anything in it. Would you have any ideas why this might be occurring?

I had someone come out and fix the latches and it seemed to be working fine when we tested it out while he was here, but the next time I tried it a few days later, I wasn’t able to get a vacuum unless I first took out everything, and this is the pattern I have to go through every day.

I’ve checked the gasket a sealed up every area that I saw was loose, so I don’t believe that’s it. The latches are good now and the press is level. When it does get a vacuum, it gets a full vacuum at about -28.

I've been working with a few people now and nobody really knows what might be causing this, and I'm at a loss.
