T.L. Bulson artist

Does anyone know any info about T.L. Bulson aprox 1893?

I don't know where to begin to research him.

A customer has some of his work and wants to know how much it is worth for insurance purposes.

I don't know where to steer her.

A quick Google search shows info about artist at the Smithsonian and the Minnesota Historical Society Library.
Values are a bit trickier because of lack of comparable sales.
