Searching For Stand Off Frame Bracket

Hello Everyone! I have a customer that brought in a piece with a sort of stand off picture frame bracket - moves the picture off the wall by about 3/4 inch.

Looking to get something like it for him. Don't have to look like it, just the function of standing the picture off the wall. Picture Attached below and thanks for your insights! :)

It's hard to tell from the image, but is it just the top of the frame that leans out? I'm assuming that is because it is hanging high on the wall to provide a better viewing angle? If this is the case, will the hanger be visible at all? You could accomplish a similar effect with a block of wood screwed to the top of the frame and a standard d-ring screwed into that.

Looks like a pull that someone repurposed as a decorative hanger.
