Question Shadowbox dilemma

We are building a shadowbox that holds four rodeo buckles with a photo sink mounted above them. The case has two frame mouldings, so that the owner can open the front and remove the buckles. The problem we are having now is that we get slight gapping between the picture and the bottom mat. Is there any way to reduce or eliminate the gapping?

I'm guessing that the mat is floating up from the backing because the glass in a shadow box does not hold it down. If so, a little glue (not ATG that might fail) between the mat and backing board near the photo should solve the problem.
 
Thank you Pat. I had assumed the problem was not having a glass to weigh the whole package down and keep things nice and tight. We will try the glue!
 
I was waiting for you to post a picture, but now it is getting confusing. Are you using glazing in this frame, or not? How will the frame open and reclose? How will the buckles be held in their places? Why not attach the photo's window to the backing board to eliminate buckling?
