I have a customer who is looking for a source for gloss black rounded corner rectangle frames in custom sizes. Preferably the width would be 3/4.

Any suggestions?

Any of the closed corner manufacturers. AMCI, APF/Munn, Rhonda Feinmann, Joe Diaz, etc. are all capable of making a radius cornered frame in lacquer black.
