Rebar twirling tool?

I work in a 30 year old frame shop, and there's always been one of these tools in the drawer, could never figure out what it was, or what I would use it for. Was just given some boxes of equipment from another frame shop that closed, and the same tool was included. Does anyone know what it could possibly be used for?

In a frame shop it might be useful in putting in large screw eyes.

I thought of that, but the metal shank spins in the handle, so it doesn't work. An awl of screwdriver are good for that.

The rebar tool in the video has the metal shank spinning as well, and it is twisting the wire.
It should work on a screw eye as well.

This is speculative, as I've never used this tool.

I use screw eyes about 3-4 times a year, when the stretched canvas sticks out the back of the frame.
It causes less of an awkward angle going over the stretcher bar.

I was almost able to use the screw through the screw eye technique recently, but the spacing didn't work out.
 
I worked construction when I wasn't doing academics, and have tied a bunch of steel.
The technique takes a bit of learning, but it's the same motion that electricians used with offset screwdrivers. Before battery driven drills.
 
I remember seeing that tool in framing supply catalogs years ago (probably United, or maybe even S&W) but have never used one. Back in the screw eyes era I used to use a nailset for twirling them in after starting them in the pilot hole.
