have client with a 27x39 puzzle that is sitting on table, She wants me to mountit and frame it. I have no experience with puzzles and need suggestions as to glueing and mounting

Heat activated foamcore like single step or kool-tac.
 
Either one of two ways:

If it is important to keep the integrity of the puzzle in tact, simply sandwich the puzzle between foam board and glass.

Ordinarily, we simply dry mount the puzzle onto foam board (making very sure that it is squared) and simply frame it as is. Without glass, it retains the “feel” of the puzzle better, IMO.

We tend to use Fusion 4000 for mounting puzzles.
 
If the customer wants to spend the money to frame it, he/she probably expects to enjoy it for a long time, so I would not want to frame it without glazing. I would recommend 98% or better UV filtering glass or acrylic, and a spacer to avoid abrasion at the high spots.

I would also suggest permanent mounting to a sturdy substrate of foam board, GatorFoam, or fluted polypropylene. Dry mounting to a pre-adhesive board, such as Kool Tack, works well. Chemistry in the frame is not much of an issue, IMO, since the composition of the puzzle itself probably is more invasive than everything else in the package.
