What substrate would you use, for mounting a map that folks will stick location pins in?
Two layers of 3/16" foam core with a counter-mounted mat on the back? It goes in a frame.

Or, how about uncovering a sheet of Canvas Mount Cor, placing another sheet of same atop it,
placing the map on top, and mounting them all at once?

I think either of those would work. That's the way we always did it and it seemed to work well. The only way I can think of that failing would be if they were going to take the pins in and out a lot. You could get weakening in some areas if they stuck pins in the same area repeatedly.

I personally have a pin map, it's just dry mounted to a piece of foam core, but I did put a strainer with cross bars behind to beef it up. It's approximately 30 x 40 and has worked fine so far. However I don't "use" it that often - it's to show places we've visited and stayed in Switzerland and surrounding countries.

That's what this is. A local company is hosting a gathering of employees, and plans to have them pin their countries. :)

We had a customer who wanted Cork behind the map recently.
I have used Gatorboard before.

We bought a 40" x 30' roll of smooth 1/4" cork. We made a small cork board with a fancy frame and a 'note' tacked onto the board that reads : "We Make Custom Cork Boards".

You can try Soundstop board by Blueridge Fiberboard. We've been using it for years to create tack boards as well as adhering 1/8" cork for corkboards. Last time I purchased it, 4 x 8 sheets were $14.00. We frequently glue the 1/8" cork to the Soundstop, then add a 1/2" or 3/4" strainer with a reverse bevel so it also doubles as a hanging cleat. Then we laminate linen and wrap it around onto the back. Makes a nice presentation.
