Picture light sizing question

Customer has a 25" wide (approx) by 36" frame. The 3 sizes for the light she has selected come in 4", 7" and 15" - I am leaning toward the 7" but is there a rule of thumb for the width? She is leaning toward the 15".

What is the consensus!

For a top of frame size of 38, use light size of 30"
For a top of frame size of 25 to 37, use light size of 14 1/2 to 16"
For top of frame size of 16 to 24, use light of 7 to 9"
