Old WW2 poster

A customer brought in an old world war two poster that is falling apart. He also had an envelope with most of the missing parts. There are a few tears about 12 inches long across it. Someone tried to fix it with scotch tape several times thru the years. I’m surprised no one tried duct tape yet. He had another one adhered to some cheese cloth a few years ago. Question is: 1) is this the cheese cloth the best way to prevent more tears? 2) How would you do this if it is the best? 3) Any other way?
With all the other damage and the tape (I don’t think I should remove the tape) anything that I do probably would not decrease its value.
