Would anyone here have any idea what this is? Era? Subject? Artist? I may have to travel to the UK Framers’ Forum.

The signature looks like “MT Oursely” or M. Toursely

Looks more French to me. Appears to be like an historical allegory painting I've seen from the late 1700's. They were often translated into engravings for mass production.
Can you tell how this was made? Engraving, litho, etc...?
 
Encouraging start! I’ll put a loupe on it. I thought it was an original, but it can’t be. And I’ll see if I can get a real close-up.
 
Customer picked up today, and we both agreed it’s an original.

Think I’ll keep searching. That scene must be something noteworthy in the history of France.
 
Maybe from the Russo-Turkish war of 1877?
