I have some decorated terra cotta tiles that I'm going to mount. They must be surface mounted and no part will be behind the lip of the frame to restrain them. Whatever adhesive I use to tack them down to the substrate (hardboard) is all that will be holding them in place.

Any advice on adhesives? Any I should avoid or use in particular?

If you don't want to bother with making formed rod mounts for them, try tile cement. Oddly enough, it works well, providing the backing board is strong enough.

Sika products are fantastic. We use several of their products for those hard to work out projects - recently we adhered three framed mirrors together to become a three dimensional mirror, a strip of aluminium to frame a large oval mirror, handmade tiles to a large backing board for outdoor use, etc etc.

You could ring them and ask to speak to a technical expert. Sika have a person here is a great source of knowledge for our trick jobs.

Terra Cotta tiles onto a backing board is exactly the type of thing these products can assist with.
