Welcome to the G!
I guess the first question would be exactly what kind of vinyl?
Is it that vinyl canvas that is popular with digital canvas prints?
Is it thick vinyl like is used for furniture, vehicles, boats, etc.?
Is it thin vinyl like is used by sign shops?
Something else?

Each would have a different approach.

More details (and photos if possible) will make it easier to make suggestions.

You might think about farming out the mounting to a sign company or other display maker that does this kind of thing on a regular basis. Explain that the mounted item will be going into a frame.
There is no shame in subcontracting elements of your project to other professionals.

Hi Todd, and welcome to the G.
My guess would be a cold roller mount to an ACM panel (AKA DiBond, thickness TBD) and attach a strainer to the back of the panel to mate with the floater.
As mentioned, the mounting of vinyl is more in the realm of sign makers, so you might want to check for a local one with a roller press.

I've worked in a sign shop so I've done this plenty. Like Nikodeumus said, we need more info about the project. And as Wally said, DiBond is probably good. A roller press is extremely helpful, but you might be able to mount it by hand. It takes a lot of practice and undoing it if you mess up is very tricky. If you stretch the vinyl in the process you're done. The folds for the corners are a specific pattern that you need to know. If you haven't been trained to do this I would suggest taking Rick's advice and farm it out.
