Opinions Wanted Mounting multiple pennants

I have a project that requires mounting multiple pennants (embroidered). The stitching is not an issue since each one will be in it's own window with a mat covering the edges Is it best to stitch each one to the same backing board? I'm afraid it will be difficult to get them lined up perfectly. I was thinking it might be easier to line them up if each one was mounted on a separate piece of backing and then attaching that to the final backing board. Suggestions?
 
I think it would be easier working with one mounting board, rather than multiple backing and and a backing for those. Since they are in a window mat, hinge that securely to your mounting board and sew away.
 
I think it also depends what frame (rabbet depth) you're using; would you be able to have multiple layers of mounting board in it?
How many of them do you have?
I think I would mount them to separate boards, as lining up would be easier, depending how perfect they need to line up (are they alike?)
 
Most of them are the same design just with different numbers. They are all the same size.

My first thought was to just stitch them to the same board, but then I got to thinking. Maybe I shouldn't think so much.

I always think they're the same size until I actually do them, then the differences show. A bit of tugging usually helps.
