Mounting method for matless certificate

I have a 11X14" certificate to frame, the customer doesn't want this one matted. There is a gold foil embossed State Seal that is about 4" in diameter which would be crushed if I used PMA. I think that hinging strips would be visible through the paper. I'll use econo strips to keep the glass off the face of the certificate. Any suggestions?

Just hinge it to some 4-ply.

make sure you don't fit it too tight so the spacers bind.

if you MUST mount, (I wouldn't) you can cut a circle in some foam or mat that fits over the seal. The rest of the certificate will be mounted, and the seal will be left alone.
 
Your a framer not a magician. I would tell the customer that since he is paying for a spacer anyway, that I will, for very little more, use a narrow (3/4 in.?) mat the color of the paper to stabilize the certificate and cover the possible showing of the hinges. Emphasize that he will be unhappy with the result unless he agrees to your technique.
 
Use thinner weaker paper for hinges and possibly a micro dot paste application.

Unless it's REALLY "Tissue paper" you should be able to make some hinges that won't show.

Or, do what Pat suggests,
Or, cut the circle and mount it.
