I have several prints that the mat and print need to be mounted to black foamcore. The mat is just going to be 1", no frame, should it be alright to vaccum the mat and print at the same time?

I wouldn't. The vaccuum may be hard enough that it will actually push the mat into the top of the foamcore, essentially denting the part of the photo/print that is going under the mat. Also, the mat will provide a small barrier and the vaccuum mount probably won't be able to press down on the center of your print properly, potentially leaving bubbles in the print. I'd drymount your picture first, then add the mat to the top of it.

You're still welcome to come by my shop and see how we do it some time.

If one slips in the 'fallout' in the center ...not sure if that's the correct terminology, it works perfectly. I have never used the method on foamcore. I suppose I would be nervous about the possibility of denting as described above.

IF you were mounting to X board or 8-ply (with the drop-out in place)
I would so yes, go for it..... all in one shot.

Foam core..... not on your life. Not even with the drop out in place.
I have seen weird sucking going on, and the mat or worse, the drop out,
maybe be the one to get sucked into a foam hole....

We sucked a 5 step mat, wrapped in spandex, with dropouts once.
all of the layers were 1/8" or 3/16" FC......

it turned out "creative" to say the least.
