I need to know if anyone knows the technique for putting a frame on an a bathroom mirror with a smaller mirror in the center of it , and what kind of adhesive would you use to adhere it?

It should be neutral cure silicone referred to above, but check to make sure.
Acid cure (with a strong vinegar smell) will ruin the backing quite fast.
