Looking for display ideas for small Rotary banners

This an odd question, and does not necessarily involve framing. My local Rotary club (of which I'm a member) has asked me to help them think of a way to store AND display the small club banners that they have.

What I'm talking about, if you don't know, is that Rotary clubs each have a small banner made to represent their club. They can be any size, but are generally less than 12" x 12". As with many banners, each hangs from a small dowel rod. They have 3 mega-large blank banners, on which these small banners are hung, but you can only fit about 25 or so of the small banners on each of the large display banners. Three of these large banners are displayed at each meeting by simply hanging each from a nail in the wall. The meeting space is in a borrowed room at a country club. The large banners are rolled up and put away (in a closet) after each meeting, and brought back out the next week. There is no permanent display space.

The problem is that while they only have about 75 small banners on display at each meeting (all that will fit on the 3 large banners), they have approximately 200 more stashed away somewhere out of sight, and are collecting more each year. The members NEVER get to see these other small banners. There simply is not room for them on the 3 large banners.

I've come up with three possibilities so far.
- The first would be something akin to a scrapbook...except that the members will not bother to look through the book, and a book would never show more than 2 pages (banners) at once, and moving around 20 books of banners would be both back-breaking and no fun; they might get brought out a couple of times, and after that they will just be left in the closet to sit.
- The second thing I thought of was actually the first: more large banners. They do have a few more places around the room where they could hang 3 or 4 more large banners. But there are 2 problems with this. First it would be a little overwhelming having wall-to-wall banners all around the room, and second there would still not be enough space to display alll of the banners.
- The last thing that I thought of would be to buy more large banners, pin the small ones on them, and simply rotate which large banners were hung each meeting. That's probably the easiest solution that I have.

Does anyone have any suggestions? Has anyone ever belonged to a club that found a good solution? A solution does not have to involve framing them at all, but can. Any ideas will help.

Do you have a picture of what you are talking about? It would be easier to come up with ideas if we can see what it is you are trying to do.
 
Here is a photo of a large banner with the small banners attached to it. The photo does not show a complete banner, but most of one. This banner is not from my club, but is representative of what we have. I would guess that the large blue background banners are about 5 feet wide by 7 feet tall.

These are the banners that visiting Rotarians from around the world bring and exchange with various Rotary Clubs.

I like your idea of rotating (pun intended) the various banners periodically on the display boards you already have.
