Long distance framing!?

I received a call yesterday from a gal in California. She is an art consultant and was purchasing some art for a customer in my neck of the woods and rather than frame it and ship it from California... she was calling framers in the area where her client was to frame and deliver for her - at a discounted cost so she could still make money.

Oddly, she "faxed" me the info and the page was blank and when I called to ask her to refax - answering machine picked up and she never refaxed back to me. I assume she was going down a list and found someone else.

Has anyone been a part of anything like this?

Make sure that they pay in full up front.
 
1. Why discount a one shot sale
2. Doesn't the consultant get paid by the client (hourly fee) and what type of profit on the art that is to be framed
3. who is doing the design work?
4. raise the price to discount ?
 
Was this "ArtStar" or something equivalent?
I priced a job for them a while back. No discount. They wanted me to deliver and install, but couldn't tell me the kind of walls I would be working with (Plater, drywall, wood, concrete) so I priced that at "worst case scenario".
Seems they had gone to the PPFA web site and gotten my contact information there.
Faxed them the bid with terms and never heard back.
The whole thing had a feeling of scam, do I was somewhat relieved, though the terms were payment in advance.
