HELP: Wizard PC not booting up

"Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll.
Please re-install a copy of the above file."

Is there an easy way to fix this problem?
Wizard tech support said that I might need a new hard drive but they are not sure. They told me I have an option to ship the PC to them and they will look at it. I don't have a recovery CD.
