My customer wants to mount a new matte photo over this plHello all! Happy Halloween!

Ok my customer wants to "reuse" this plaque I need to know the best way to mount the matte photo over this one. The finish is dull and looks like it was mounted somehow to a piece of counter top and then glued on to the wood, then router around it and painted.

It’s very unique as you can see.

Consider silicone, its is strong enough to hold such items but can be easily removed with no permanent damage to the piece.
