I give you credit for the sleuthing.
The "Garbage collection forum" is closed to the public. It's a place for moderators to send commercial, offensive or illegal messages, sort of like a bit bucket.
Framer was testing a "Shout outs" feature in that forum, about 6 months ago, and decided not to include it on the regular site. It's basically a place to post brief messages, similar to a chat system. I suspect he will eventually remove it.
