Opinions Wanted Framing Old Laminated Posters

I need to quote a price on framing (cheaply of course) about 50 14 x 22 posters which will be used in a new performing arts center in my town. The center is not even built yet, but they want to get these framed anyway. They are from an old theatre group that no longer exists. Most are mounted on some type of matboard and laminated. I was wondering if I even needed to use glass on the ones that are already laminated. I'm thinking I would rather go ahead and put the glass on since some of the lamination may be old and kind of ragged. There will be no matting. Then put a filler board behind and be done. As I said, they are looking for cheap, although I'm not sure what that means to them exactly. I have a feeling the fellow that is having them framed may be donating them and covering the cost himself, but I don't know for sure.
 
Quote them three ways -- the first is with conservation clear glass, the second is with clear glass, and the third is with no glass. Explain the risks and benefits of each, and let them choose.
