framing 3.5" toy figures

How can I best frame approx 30-40 plastic action figures so that they can be taken out to be viewed or played with?

What you need is a curio cabinet. No need to re-invent the wheel. Call around to comic collectible shops in your area. You can dress up the case with suede matboard, and put a nice molding on the front of it.
