what is the best way to stick felt to a wooden board? I am thinking of dry mounting it. or is there some kind of glue you can use?
 
I am in no way an expert, but I would say either Frank's Fabric Glue or drymount. Kool Tack E2 or Fusion. Do you have a piece to test?
 
The problem with felt is it's very nature.

There are cotton, wool, polys, and even silk "Felts"

The get their name from the process itself - - Felting.

They are a non-woven fabric - - which means you need
to penetrate the thickness of the fabric to create a "hold".

Therefore, surface adhesiveness like Fusion, which only addresses
the surface bits of fiber are out.

Frank's, white glue, Maxim, Miracle and such are all fine.

Roll a thicker coat to the board and wet mount it. (Yellow foam roller)

I agree that Frank's glue should work well for this!
