I've seen them but never used one.

Are some better than others?

Do I need a long one if I want to make 36 inch cuts?

How do they work on inkjet papers?

I use a regular ruler or the cutting bar on my mat cutter.

I fold the paper where the deckle will be. Place the ruler/straight edge next to fold and start tearing paper.

Experiment your technique with different papers.
 
if I want to tear an edge (deckle edge is a term for the natural edge that forms on paper as it is taken from the pulp slurry, and is taken from the name of the wooden frame that holds the screening), I have a length of 1/4" plate glass that I use to tear against.
You need to experiment with tearing up or down and from the back and front of the paper. Also the paper will tear differently in different directions. Inkjet papers have sizing that will affect the tear.
 
I made my own in about 5 minutes. I took a 4" wide strip of acrylic and made a jagged edge on my bench grinder. Hold the strip at an angle so the edge has a bevel. Mine is 48" long.

I like the extra length because it allows me to use different parts of it to avoid repeated patterns.
