I’m framing a college diploma where unfortunately all the information is not centered. Should my main priority be that the recipient’s name is centered in the mat board first and most important or the college name centered across the top or the college seal centered or description of degree and misc. information?

If framing for a customer, I would send pics and let thrm decide. If that's not possible, I would still take pics. For some reason, it's easier for my brain to make such determinations from a photo.

Not centered, or not straight?
It depends a little bit on the diploma. If it has a prominent school name/header, I might center that. It truly depends on the layout. Most times, I just go with what looks good to me. Cut the mat, lay it over the diploma and hold it up. Like Shayla says, sometimes photos help you see it better.
