It's supposed to be part of a series of European cities -- looks like a poster to me - not a LE or anything.
We're looking for the rest of the series if anyone can help find them....

Check with Art Wise in NYC. I'll get you their number when I get to the shop.
There were a number of artists working in this style in Paris during the middle part of the 1900's, and pieces like this are still being produced by street vendor/artists. This looks a lot like the work of Bernard, though I wouldn't swear to it.
You also might check the web sites of some of the French museums (forgive my spelling) Musee d'Orsay or the Louvre
