Question 2009 SC Wildlife Photo Contest

I'm trying to make sure that I match the requirements for a customer's entry to the 2009 SC Wildlife Photo Contest.

I have his 11 x 14 photo..and I'm finding the following info on their PDF:

"11 x 14's should be mounted onto 16 x 20 foamcore". Does that mean drymounted or photo corner mounted?

It says "overlay mats are desirable but not required. If the image is 11 x 14 before adding a mat, is it acceptable for it to show a 10 1/2 x 13 1/2 size? Or its it necessary to increase the image size to make the window size 11 x 14?

Anyone have experience in photo contests who can decipher these instructions? I do have a call into someone about this...

Drymount the photo and the part about the overlay mat was opposed to just mounting on top of a piece of matboard which is quite common with photographers. Opening size should be 10.75" x 13.75".
 
What Jeff said, and hing the overlay mat along the longest side or top. With that size photo, I would encourage 8-ply rag off white.(just slightly less blinding than stark white.)
