I am looking for a supplier of plastic or paper wrap partial wood in this profile

I have a new rep at Framerica that is not willing to work with me. He is not giving me any additional discount on this quantity.

I would go up the ladder and try again for that amount of moulding!
Somebody will give you a substantial break on 12000'. I have no idea how quick "quick" is but here are a few other ideas that popped into my noggin over tea:
Try LJ, they carry Framerica.
What color are you looking for?? You can also find a number of moulding manufacturers that make that profile that could do the order from scratch for that volume of moulding. They may charge a setup fee to change the color to whatever you need but you will cut out any middle men and save alot on markup in the long run.

LJ gets the same price I get.
I have tried Wall moulding, Southern moulding, LJ Atlanta, New LJ contract moulding in Miami I think it is Miami Artistic Group, I just called Nickell Moulding next will be Decor. No one has enough instock.
It is for a printing company not sure what it is at this point except it is printed on 1/2 foamcore 42x60 it will not get glass or backing just frame and hanger.

You are right most distributors are fully stocked in the neighborhood of 5-7,000 ft of a moulding. You would be looking at a month maybe. Now this is the couple of folks I use. So who knows. Why not have it milled? At this point it could be cheaper? Not sure, but it is worth a try to call someone like Xylo. They can finsh it for you.
And if you have a Framerica rep that is not willing to work with you on this kwantity there are two options, go higher up the food chain, or never use them again. This is not a rep, this could make their whole year, to not work with you is dumb on thier part.
And I gaurantee LJ gets a better price than you. If they did not why would they sell it? Sorry but it does not add up.

Try calling Blue Ridge Moulding (Steve Marcus), in Roanoke, Virginia. He can certainly custom mill this moulding and has lots of foil options.
